Heather Arambarri
received her Juris Doctor from Loyola Law
School in 1997. She earned her Bachelor of
Arts in Journalism from the University of
Southern California in 1993. Prior to going
to law school, Heather worked in
Disneyland’s Marketing Division.
After graduating from
law school, Heather was an associate at the
Orange County office of Franscell, Stickland,
Roberts & Lawrence, where she represented
city and county agencies in civil
litigation. Her practice focused primarily
on the defense of law enforcement agencies
and individuals in employment and tort
matters.
In 1999, Heather joined
the California Attorney General’s Office,
where she worked in both the civil and
criminal divisions representing the
Governor, the Board of Parole Hearings and
the California Department of Corrections.
She handled civil litigation and appellate
matters during her first few years at the
AG’s Office, but she eventually became part
of a specialized team designed to work on
writs and appeals. While on this team,
Heather practiced at the trial and appellate
court levels in state and federal
jurisdictions, and her work focused on
regulatory and constitutional claims. She
argued many times before the Second and
Fourth Districts of the California Court of
Appeal and once before the California
Supreme Court. She received numerous
published decisions, the most well-known one
arising from the appeal she handled in a
parole case involving former Manson Family
member, Leslie Van Houten. (People v.
Van Houten (2003) 116 Cal.App.4th 339.)
In 2005, Heather was
promoted to Supervising Deputy Attorney
General and began managing the writs and
appeals teams in Los Angeles and San Diego.
As a supervisor, Heather reviewed and edited
all of the written work product for her
teams, prepared team members for oral
argument in the appellate courts,
strategized with upper management regarding
appellate strategy, and advised client
agencies on case management and policy
decisions.
After ten years,
Heather left the AG’s Office to pursue
freelance appellate work and spend more time
with her husband and two daughters, ages 2
and 4. She joined Montage Legal Group in
2011. |
