Tracey graduated from the University of Florida in 1992 with a Bachelor of Arts in History and a minor in Russian Language.  She obtained her Juris Doctor, magna cum laude, Order of the Coif, from the University of San Diego School of Law in 2001.  During law school, Tracey was an Executive Editor for the San Diego Law Review, and she was awarded the Legal Scholarship Award for Academic Excellence. 

After law school, Tracey joined Luce, Forward, Hamilton & Scripps in San Diego as a litigation associate.  At Luce, her practice focused on insurance litigation, general commercial litigation, and civil appeals.  In 2007, Tracey joined Baker & McKenzie LLP in San Diego, where she practiced complex commercial and intellectual property litigation.  At both firms, Tracey was involved in all aspects of litigation.  She participated in all phases of discovery; took and defended over 100 depositions, including expert depositions; wrote and argued dozens of motions, including dispositive motions; handled settlement negotiations and mediations; prepared several cases for trial; and wrote several appellate briefs.  Tracey also second chaired a trial and assisted with an arbitration.

In 2010, Tracey joined the California Attorney General’s Office as a member of the Health, Education & Welfare Section, where her practice focused on complex litigation and writ proceedings, and on administrative hearings.  As a Deputy Attorney General, Tracey handled matters involving constitutional challenges to the Medi-Cal program; the practices and policies of state mental hospitals, developmental centers, and social services; and public health issues such as the defense of nursing home citations.  She successfully defended against numerous petitions for writ of traditional and administrative mandamus and won a Ninth Circuit interlocutory appeal.

Tracey joined Montage Legal Group in January 2012 as a freelance attorney, and is currently Of Counsel to Fleming Fell PC.  When she is not practicing law, Tracey enjoys spending time with her husband and two teenage children.  She also participates in long distance triathlons, and is currently training for the 2012 Virginia Double Iron.
